The Central Government of Vietnam Approves $2 Billion Casino Resort Project in Van Don Special Economic Zone
The central government of Vietnam has officially given the green light to the highly anticipated development of an integrated resort in the Van Don Special Economic Zone, located in Quang Ninh province. This project is set to attract both foreign and domestic tourists, boost the local economy, and enhance Vietnam’s standing in the regional casino and luxury tourism industry.
A New Era for Vietnam’s Gambling Industry
The Van Don casino project, requiring a minimum investment of $2 billion, will span over 244 hectares on the northeast coast of Vietnam. It will feature a grand casino, a collection of upscale hotels, luxurious beachfront villas, and a variety of water-based recreational activities. As reported by local news outlet VnExpress, the resort will prioritize a harmonious coexistence between development and environmental preservation.
Authorities in Quang Ninh province are currently in the process of selecting a suitable investor for the project. Initial reports suggest that the chosen financial partner will need to contribute around $296 million of their own funds, with the remaining capital coming from bank loans or other private sources. Once finalized, the resort will operate under a 70-year license, with construction expected to span approximately nine years.
The Vietnamese government has high expectations for the project, projecting an annual post-tax profit of VND 8.16 trillion ($312 million). Over the course of its operation, the integrated resort is forecasted to contribute a total of VND 228 trillion ($8.72 billion) to the Vietnamese state budget and create around 6,000 direct job opportunities.
An Inclusive Destination for Locals and Tourists
Notably, the Van Don casino will be one of the rare locations in Vietnam where locals will be allowed to gamble, pending final approval. The Ministry of Finance is supporting a pilot program that would enable Vietnamese citizens to legally participate in casino activities under strict regulations. Currently, Vietnamese nationals are largely restricted from gambling at licensed establishments.
This project comes at a critical time as Vietnamese authorities face increasing scrutiny regarding financial crime risks in the gaming sector. Despite amendments to anti-money laundering laws, the United Nations Office on Drugs and Crime has highlighted deficiencies in enforcement capabilities, particularly in areas such as cross-border information sharing and organized crime oversight.
