Bowers Predicts Thailand to Emerge as Asia’s Top Gambling Destination
Ed Bowers, the president of global development at MGM International, recently made some bold statements at the G2E Asia Forum. According to Bowers, Thailand has the potential to become the leading destination for integrated resort investments in Asia. He emphasized that with the right legislative framework and infrastructure in place, the country could generate over $10 billion in annual gross gaming revenue.
Thailand’s Potential in the Gaming Industry
Bowers sees Thailand as a strong emerging competitor in the region, offering a scale of opportunity that is likely to attract major gaming operators. He pointed out that other Asian countries, such as South Korea and Vietnam, are facing obstacles due to regulatory and infrastructure limitations. However, with the right approach, Thailand could surpass them all.
Integrated resorts that combine gaming with other attractions have proven successful in other countries like Macau and Singapore. Bowers highlighted the positive impact of such resorts on tourism and job creation, emphasizing the importance of implementing responsible gaming measures to protect local communities.

Despite the challenges in the gaming industry, Bowers remains optimistic about MGM’s upcoming integrated resort project in Osaka, Japan. The development, covering over 68,000 square meters, will feature hotel accommodations, dining options, and gaming facilities. Bowers praised Japan’s strategic location and strong transport connectivity as key advantages for the project.
The State of Gambling in Thailand
While Bowers sees great potential for Thailand’s gaming sector, the industry currently faces various restrictions and laws. Gambling is largely prohibited in the country, with exceptions limited to government-sanctioned activities like horse racing and the national lottery. Illegal casino operations still exist in Bangkok and other areas, despite the legal restrictions.
In recent years, there have been discussions about broadening the gambling sector in Thailand to boost tourism and create more job opportunities. The government has been exploring ways to regulate the industry, including proposals to check the criminal history of foreign casino visitors. In March, a major draft law for casinos was approved, aiming to attract new investments worth billions of baht.
While the draft law includes strict requirements for casino entry, such as a minimum bank deposit of 50 million baht, it marks a step forward for the government in attracting investments to the country’s gaming industry.
With the potential for Thailand to become a top gambling destination in Asia, it will be interesting to see how the government navigates the challenges and opportunities in the coming years.
