Sonoma County and Windsor Officials Oppose Tribal Casino on Fire-Prone Farmland
The controversy surrounding the proposed Shiloh Resort & Casino in Sonoma County has escalated with the intervention of two local government officials in the legal battle to halt the project.
Sonoma County Supervisor Lynda Hopkins and Windsor Town Manager Jon Davis have both filed declarations in federal court challenging the decision by the US Department of the Interior to place 68 acres of land into trust for the Koi Nation. Concerns Over Location and Impact of the Casino Project
The site earmarked for the casino is located just outside Windsor in a rural area along East Shiloh Road. The land is currently zoned for agricultural use and is situated in an area prone to wildfires. The Koi Nation has ambitious plans for the site, including the construction of a large complex featuring a 400-room hotel, a casino floor with over 2,700 gaming machines, and more than 100 table games.

While the Federated Indians of Graton Rancheria have spearheaded the lawsuit against the casino project, the Koi Nation, with ancestral ties to the Clear Lake area, has sought to defend their rights to the development. The Koi Nation, based in Santa Rosa, has requested to join the ongoing legal proceedings, arguing that the outcome could have implications for their land and gambling rights.
Graton Rancheria, which operates the largest casino in the Bay Area, is contesting the federal government’s decision to place the land into trust. They have warned that this move could undermine the protection of cultural heritage and tribal autonomy.
Community Opposition to the Casino Project
In addition to Hopkins and Davis, Nina Coté, leading the grassroots group Our Community Matters, has also joined the opposition against the casino. In her statement, Coté expressed concerns about the potential changes the casino could bring to the neighborhood, including altering its character, compromising safety, and impeding emergency evacuations in an area already facing wildfire risks.
