Rhode Island Passes Measure to Prohibit Indoor Smoking at Casinos
Rhode Island has taken a significant step towards banning indoor smoking at its casinos on the last day of the legislative session. The approval of this measure marks a triumph for advocates of the ban, although it still awaits Governor Dan McKee’s signature before becoming law.
Legislative Success Amidst Various Bills
During a packed session where lawmakers addressed multiple issues such as assault weapon bans, housing problems in Little Rhody, and the state budget of $14.3 billion, legislators managed to push through a bill that would largely restrict indoor smoking at local casinos.
After years of campaigning against the harmful effects of second-hand smoke on casino workers and patrons, this measure was finally introduced. However, it falls short of a complete ban as it permits Rhode Island’s two casinos to establish a single smoking lounge each for guests who wish to smoke.
This compromise is expected to significantly reduce smoking inside Twin River’s Bally’s casinos in Tiverton.
If Governor McKee approves the measure, the ban will be enforced starting January 1, 2027.
Controversy Surrounding Indoor Smoking
Indoor smoking in US casinos has been a contentious issue within the industry, with workers pushing for stricter regulations to protect their health. While many states agree on the need to ban indoor smoking, exemptions for gambling establishments still exist. Workers argue that even limited smoking areas pose health risks to employees.
Casino workers nationwide have been advocating against indoor smoking, emphasizing the importance of their health over financial concerns.
On the other hand, stakeholders in the casino industry have been reluctant to support a ban, citing fears of potential business impacts. They argue that a ban could drive patrons to visit casinos in other states or even prompt them to end their gaming sessions for smoke breaks.
In Rhode Island, Bally’s proposed that lawmakers pass SB 1112, which would increase the state’s marketing subsidies for the operator. Currently receiving $4 million for marketing purposes, Bally’s aims to enter a Consolidated Marketing Program under SB 1112, potentially receiving $6.75 million. This increase in subsidies could help offset losses from a potential indoor smoking ban, although the bill did not gain sufficient support.
