Riga Municipality Plans Drastic Reduction of Gambling Venues in the City
The Riga Municipality is considering a groundbreaking plan to significantly decrease the number of gambling establishments across the city. The proposal, put forth by Riga Mayor Vilnis Ķirsis, aims to ban betting venues from almost all urban areas, a move that has garnered both public support and concern among stakeholders.
Public Support for the Ban
The draft regulations, expected to be implemented in March, include a wide range of restrictions. These restrictions involve prohibiting gambling operations near municipal properties, educational institutions, residential areas, and public transportation hubs. The new rules will confine gaming establishments to only a few four- and five-star hotels and a handful of industrial zones isolated from the rest of the city.
During a recent press conference, Mayor Ķirsis emphasized the municipality’s dedication to reshaping Riga’s entertainment landscape. Deputy Mayor Linda Ozola echoed these sentiments, citing a study from November 2024 that showed 77% of residents supported reducing the number of gambling halls or shutting them down entirely.

At present, Riga is home to more than 70 gambling venues operating under 110 valid licenses. City council members anticipate that the new regulations will lead to a substantial reduction in this number. The city administration hopes that by making these establishments more difficult to access, it could lower the exposure to gambling harm among vulnerable populations while still providing a legal wagering option for avid fans.
Warnings from Casino Representatives
Riga plans to facilitate this transition by implementing a five-year expiration period for existing gambling licenses. This means that current venues will have until 2029 to restructure their operations. Despite the widespread public support for these strict restrictions, Latvia’s gambling sector has voiced strong opposition to the plan.
Currently, such a problem does not exist, but by preventing the operation of a legal and strictly supervised industry, illegal places will begin to satisfy consumer demand.

The Latvian Interactive Gambling Association has also expressed its opinion on these proposed reforms, warning that any restrictions must be proportional and legally sound. The organization emphasized that if Riga authorities overlook the interests of all involved parties, the gambling sector in the region may resort to legal action to protect its rights.
Despite the opposition, the Riga city council remains steadfast in its pursuit of reforms, with Mayor Ķirsis and Deputy Mayor Ozola championing the plan as a vital step towards improving Riga’s social environment and addressing problem gambling. However, the road to a gambling-free Riga may be lengthy, with potential legal battles and industry concerns on the horizon.
