ADM Reveals Comprehensive Plan to Transform Italy’s Gambling Sector
Italy’s Customs and Monopolies Agency (ADM) has recently unveiled its ambitious Activity and Organisation Plan (PIAO) for the years 2025-2027. The plan aims to modernize, regulate, and bring greater transparency to the nation’s gambling sector. This strategic move is a part of Italy’s 2025 Budget and includes provisions for new compliance measures, technological advancements, and strengthened anti-money laundering (AML) controls.
Focus on Consumer Protection and Transparency
With the new regulation framework, the ADM is determined to enhance consumer protection, especially among vulnerable groups, while ensuring more transparency in gambling concessions. This initiative is a continuation of the March 2024 “Reorganisation of Gambling Decree,” which marked the beginning of Italy’s most extensive gambling reform in recent years.
The ADM’s objectives go beyond financial matters as it also aims to improve economic and social well-being and protect citizens’ health and safety.
Combatting Fraud and Criminal Influence
The ADM plans to crack down on fraud and criminal influences within the gambling industry through a stricter licensing process, improved financial monitoring, and measures to combat black-market gambling, which currently costs Italy €1 billion ($1.09 billion) in lost revenue each year. The Agency will also upgrade its IT infrastructure to automate verification processes, cross-check operator data, and identify potential compliance breaches more efficiently.
Enhanced AML measures will be in line with EU directives, focusing on detecting suspicious transactions and financial flows in the gambling sector. The ADM intends to collaborate with the Financial Intelligence Unit (FIU) and Financial Police and implement a real-time centralized monitoring system to track player behavior, financial transactions, and operator activities.
Technological Innovations to Strengthen Enforcement
Starting in 2025, the ADM plans to double inspections of online and land-based gambling providers, require operators to submit detailed self-declarations, and enforce a 25-day concession fee payment deadline to reduce delays. To support these ambitious initiatives, the Agency aims to recruit 2,400 new employees.
Investments in AI-driven compliance tools will help streamline enforcement efforts, improve the licensing process, identify problem gamblers, and detect potential fraud cases. Additionally, the ADM will launch an open data portal to provide the public and industry stakeholders with more transparency on licensing decisions, compliance reports, and enforcement actions.
