ANJ Issues Record Fine to SPS Betting for Self-Exclusion Failure
The Autorité Nationale des Jeux (ANJ), France’s gambling regulator, has imposed a historic fine of EUR 800,000 on SPS Betting for a serious self-exclusion failure related to the Unibet brand. This incident has set a new record for the largest fine issued by the authority, underscoring the gravity of the matter.
ANJ’s Investigation Reveals Serious Malfunction
ANJ’s investigation revealed that the Unibet brand had experienced a significant malfunction in its self-exclusion system, allowing self-excluded players to continue placing bets for an extended period. This loophole posed a potential risk to vulnerable customers, exposing them to gambling-related harm.
The malfunction, which affected only iOS users, persisted for nearly two years, from March 2021 to December 2022. Despite Unibet’s efforts to address the issue, it resurfaced for an additional three months before being fully resolved.
While the exact number of self-excluded players who exploited the system remains unknown, estimates suggest that it may have impacted up to 100 players. SPS Betting acknowledged that over 4,500 player accounts were affected, while ANJ’s figures indicate that the number could be as high as 6,754.
ANJ Imposes Record Fine Due to Severity of Violations
Given the severity of the violations, the prolonged duration of the malfunction, and the inadequacy of initial corrective measures, ANJ opted to levy its largest fine to date. The authority stressed the importance of upholding self-exclusion protocols in regulated online gaming to protect consumers.
SPS Betting did not contest the findings, acknowledging the serious breach of regulations. This incident marked the third time Unibet had been fined in France, with a previous violation related to exceeding the country’s return to player (RTP) limit of 85%.

Aside from the fine in France, Unibet also came under scrutiny in the Netherlands for its efforts to block lawsuits from former players seeking compensation for losses incurred before the company was regulated in the country. Meanwhile, France’s gaming market saw a tax hike on certain products, despite initial considerations to abandon the plan.
La Française des Jeux (FDJ), a major operator in France, expressed optimism about its business outlook despite the industry changes. Unibet has two months to appeal the fine and is required to display information about the penalty on its homepage.
